Anti-corruption group accuses top irrigation officials and contractors of alleged irregularities in project procurement.
A fresh corruption controversy has erupted at the National Irrigation Administration (NIA) after the anti-corruption group Task Force Kasanag (TFK) filed multiple complaints against several high-ranking officials of the agency over alleged irregularities in bidding and project contracts.
The cases were led by TFK Founder and President John Chiong, who filed complaints citing violations of Section 3(e) of Republic Act 3019, or the Anti-Graft and Corrupt Practices Act, Republic Act 7080, or the Plunder Law, and Republic Act 6713, also known as the Code of Conduct and Ethical Standards for Public Officials and Employees.
Among those named in the complaints are NIA Administrator Engr. Eduardo Guillen, Bids and Awards Committee-A Chairman Engr. Robert Suguitan, and other members of the NIA BAC-A.
Several private contractors were also implicated in the complaint, allegedly identified as frequent recipients of NIA project contracts. These include IGWT-JAV Construction and Development Corporation, China International Water and Electric Corporation (Consortium), and Sta. Clara International Corporation.
According to Chiong, the group has long been receiving information and complaints regarding alleged irregularities in the bidding and awarding of irrigation-related projects, raising concerns about the proper use of public funds.
TFK also claimed it possesses documentary evidence that could support allegations of what it described as a systematic pattern of corruption within the agency.
The group said the filing of the complaints aims to hold accountable any official found to have violated the law and to ensure that government projects—particularly those intended to support agriculture and irrigation—are implemented properly and benefit farmers and the public.
As of this writing, the officials and private companies named in the complaints have yet to issue their official statements regarding the allegations.
