Rahmatol Mamukid Concludes Tenure at NCMF with Structural Reforms and Institutional Gains

Former senior official strengthens Halal governance, expands Hajj operations, and advances service delivery without corruption allegations

MANILA — Engineer Rahmatol Mamukid concluded his tenure at the National Commission on Muslim Filipinos (NCMF) in 2025 after holding key leadership positions across regional and central offices, leaving behind a record of institutional reforms, program expansion, and governance improvements, with no administrative or corruption-related complaints filed against him. Mamukid served as Regional Director for NCMF–South Luzon before being appointed to senior roles at the NCMF Central Office, including leadership posts at the Bureau of Muslim Economic Affairs (BMEA) and the Bureau of Pilgrimage and Endowment (BPE)—two core bureaus responsible for economic empowerment and the management of the annual Hajj pilgrimage.

At the BMEA, Mamukid focused on formalizing the Philippine Halal ecosystem, recognizing its dual importance as a religious obligation and a strategic economic sector. During his term, the bureau institutionalized its Halal Division, securing approval from the Department of Budget and Management for eight new permanent positions, strengthening regulatory capacity and program continuity.

Under his leadership, the bureau accredited 12 Halal Certifying Bodies, launched standardized Halal training modules, and entered into cooperation agreements with key national agencies including TESDA, DOST, the Department of Migrant Workers, and the Cooperative Development Authority, as well as partner institutions in Malaysia. The BMEA also expanded its fiscal capacity, increasing its Halal-related budget from ₱244,000 in 2023 to ₱39 million the following year, covering personnel services, operational expenses, and program implementation.

In November 2024, Mamukid was reassigned to head the Bureau of Pilgrimage and Endowment, where he oversaw the Philippine government’s coordination of the Hajj pilgrimage, a complex, multi-agency operation involving health, immigration, transportation, and foreign affairs.

During his tenure, the BPE executed agreements to improve pilgrim welfare and efficiency, including vaccination coordination with health authorities, memoranda with 17 accredited Hajj travel agencies, free vaccine support through the Bangsamoro regional health ministry, and logistical arrangements with airport, immigration, and diplomatic agencies. Nationwide Hajj Awareness Programs were also conducted, alongside international coordination with Saudi authorities.

Earlier in his career, Mamukid’s work at NCMF–South Luzon contributed to the establishment of Muslim cemeteries, the formation of Muslim consultative councils and cooperatives, expanded access to legal assistance, and the delivery of medical and dental outreach missions in underserved areas.

In his departure, Mamukid credited institutional support and staff cooperation for the outcomes achieved, emphasizing that reforms were anchored on transparency, inter-agency coordination, and stakeholder engagement. He indicated openness to returning to public service should future opportunities arise.

For observers of public administration and minority governance, Mamukid’s tenure highlights the impact of institution-building, budget rationalization, and policy continuity within a sensitive and highly specialized sector of Philippine governance.
