BROADER FLOOD MITIGATION STRATEGY SEEKS TO KEEP NLEX OPEN AMID RISING FLOOD RISKS
The North Luzon Expressway (NLEX) is pursuing a series of rehabilitation and flood-mitigation measures aimed at strengthening the major transport corridor and ensuring the uninterrupted movement of goods and essential supplies across the country.
Robin Ignacio, Assistant Vice President for Traffic Operations of NLEX, said the carriageway is being considered for an additional 0.6-meter elevation, following the 0.7-meter elevation completed in 2023.
The planned improvements are part of efforts to reduce the expressway’s vulnerability to flooding, particularly during periods of heavy rainfall that could disrupt the movement of vehicles and goods.
Among the other measures being considered are dredging, widening waterways and establishing temporary detention areas to improve water management and reduce flood risks.

NLEX is also coordinating with the Department of Public Works and Highways (DPWH), local government units, Department of Environment and Natural Resources (DENR), and the Office of Civil Defense (OCD) on broader flood-control measures in Central Luzon.
Ignacio emphasized the importance of keeping NLEX open and operational, noting that any prolonged closure could affect transportation and the delivery of basic commodities.
With NLEX serving as a major link between Metro Manila and Northern Luzon, efforts to strengthen its flood resilience are being pursued not only to protect the expressway but also to help maintain the continuous flow of essential goods and supplies to communities and markets.
