Barangay Captain Ely Delacruz clarified allegations filed against him following his return to office in Barangay Rosario, firmly denying claims of graft, corruption, and falsification of public documents.

Delacruz explained that the questioned deed of donation was executed and signed by former ROA officials, with the barangay’s role limited to formally accepting the donation. He stressed that no documents were falsified and that the process was lawful.

He also emphasized that barangay operations are transparent, particularly in payroll procedures, noting that employee identification and verification prevent the existence of so-called “ghost employees.”
