Calls for local project funds to be devolved to LGUs, independent audit body created, and private sector given bigger role
MANILA, Philippines — Former Presidential Anti-Corruption Commission (PACC) chairman Greco Belgica is calling for a major overhaul of the country’s infrastructure system, including transferring local project funding decisions from Congress to local governments.
In a post, Belgica said the President and Congress should focus on national concerns, while local governments should take greater responsibility for identifying and implementing projects in their communities.
He also proposed an independent audit office with the power to freeze funds and halt projects found to be tainted by corruption.
Belgica further suggested creating an Infrastructure Monitoring and Coordinating Office and abolishing the Department of Public Works and Highways (DPWH) in its current form.
He also called for a bigger role for the private sector, backed by government incentives, in developing infrastructure projects.
According to Belgica, private-sector projects should generate millions of jobs, create new industries and help lower electricity and food prices.
His proposal would shift government’s role toward policy-setting, coordination, monitoring and accountability, while giving LGUs and private companies greater responsibility for project implementation.
